You need to get an ico file that you want to use for the icon. Put the file somewhere (i.e. on the Desktop, in a temp folder, in you Pictures directory). Then open the properties for your shortcut. Click on the Web Document tab, and select Change Icon. You'll get a change icon dialogue.

Left click the Windows icon on the taskbar and locate the program. Right click on the program and choose More. Click on Open file location, right click the program executable and select Send to > Desktop (create shortcut). If you’re trying to create shortcuts to any Modern apps, the above methods won’t work.
